New parks, revitalized waterfronts, clean water... Communities depend on the state's Environmental Protection Fund (EPF) to finance projects like these that stimulate local economies and improve residents' quality of life.

Yet once again the EPF faces potential raids by the governor and Legislature. During the last fiscal year, they swept $175 million -- 77 percent -- from the environmental piggybank into the general fund to meet other needs. Things got so dire the EPF nearly went bankrupt! Despite their promises not to cut the EPF this fiscal year, lawmakers already are discussing a proposal to cut $10 million.
